[hpsdr] Mercury jumpers for dual Mercury operations, including diversity operations

Hi Joe,

Another way perhaps to do this would be to enable one of the 10MHz TCXO's
on one of the Mercury boards so that it sends its clock to the Atlas bus
C16.

The other Mercury (and Penelope if fitted) would then lock to it.

Not as accurate as using Excalibur or an external 10MHz reference but
would at least ensure that all 122.88MHz clocks were phase locked to the
same reference.
