[hpsdr] Location of USBBlaster directory

Hi Brian,

the bat file expects Quartus 10.0 to be installed in:

    c:\altera\10.0\qprogrammer\bin\quartus_pgm

If it is not there you can change the bat file to point to where you have it installed.
