The answers are:

2) If you select 14.310000 MHz and LSB your (suppressed) carrier  
frequency is 14.310000 MHz.  The sideband frequencies for the LSB  
transmission will range from 14.310000 MHz - the lower limit audio  
freq you have set in Setup > Transmit > Transmit Filter > Low  down to  
14.3100000 MHz - the upper limit audio freq you have set in Setup >  
Transmit > Transmit Filter > High.

3)  If you select 14.310000 MHz and USB your (suppressed) carrier  
frequency is 14.310000 MHz.  The sideband frequencies for the USB  
transmission will range from 14.310000 MHz + the lower limit audio  
freq you have set in Setup > Transmit > Transmit Filter > Low  up to  
14.3100000 MHz + the upper limit audio freq you have set in Setup >  
Transmit > Transmit Filter > High.
