[hpsdr] Magister Now Under OHL!

  Hello!

This is to let everyone know that Magister is now released under OHL 
rather than the previous NCL.  This is done to help support those who 
wish to continue to use USB 2.0 now that TAPR stock is exhasusted, and 
to help fill in the gap until the GigE board is available.

The wiki has been updated with the links to the files, which re now 
complete.   I've also added a file with the Bill of Materials, including 
Mouser/ DIgikey, etc part numbers.
