[hpsdr] Mercury Now Under OHL

Hello!

This is to let everyone know that Mercury is now released under OHL
rather than the previous NCL.

The wiki has been updated with the links to the files, which re now
complete.   We've also added a file with the Bill of Materials,
including Mouser/ Digikey, etc part numbers.
