[hpsdr] Mercury and Magister Now Under OHL

Thanks to Lyle and Phil for their contributions to the project, and thanks to those that coordinated the release of the specs under OHL.

I hope that we can get some US based manufacturers to make these boards so that we can get reasonably priced parts into the hands of folks wanting to get started.
