[hpsdr] Non-SSL Heterodyne SVN

For those who may be having problems with the certificate on my SVN repository, I've made a read-only, anonymous, non-SSL version available at:

http://www.xenotropic.com/ham-svn/Heterodyne

This should solve any certificate verification problems and allow you access to the source.
