[hpsdr] Low power output from penelope

Check to see if you have one of the TAPR Penelopes with the transformer
installed wrong. See the attached, below.

I am getting low power output from Penelope.
Operating system windows 7 SP1.
All cases tune setting 100 
Penelope_V1.3.

PA gain setting 38.0  I am getting +15 dBm on 28.3 MHz. 

I was getting +15 dB  PA gain 48,  on 50.2 MHz. The PA setting was
changed to 38 and the output increased to +20 DBm. I clicked the reset
in the PA setting and received the message that Delta 44 needed
installing. After installing Delta 44 for windows 7 SP1 I cannot achieve
the + 20 dBm. 

After PA gain reset the power output is +7dBm 

7 dBm from a signal generator on 28.3 MHz applied to pin1 JP 3 produces
 +26 dBm output.

pin2 JP3 has -18 dBm output from the D to A.

Have I missed some setting?
