Penelope, Mercury, Janus, and the other boards I designed were done 
using OrCAD tools, not Eagle.

If you have a need for the design files rather than the mfg files for 
designs that have been released under OHL, you can always ask the people 
who did the work.  They may or may not provide the files, but there's no 
harm in asking.
