[hpsdr] How do you switch power to Atlas

FWIW, I'm just today in the process of replacing the LPU with a PicoPSU
and discovered that while LPU does not care about T7 T8, the PicoPSU
certainly does. Fortunately I already had a switch wired across T7 T8
since, a while back, I'd used Atlas with a conventional PC PSU.

I thought maybe I created a solder bridge somewhere, but that doesn't seem to be the case. There is no conductivity between T7 and T8 when the switch is turned off, and Atlas remains powered up.

But pin 14 on LPU is not connected to anything. The power could be disabled by pulling pin 4 low on the regulators, but it's not wired that way.
