[hpsdr] Metis firmware upgrade

Hi Phil,

Metis v1.6 is the correct file to put into Metis.  Note, however, that  
Metis v1.6 is not compatible with earlier versions of Mercury and  
Penelope firmware.  You need also to install the latest versions of  
Mercury (v3.1) and Penelope (v1.6) to be compatible with Metis v1.6.
