[hpsdr] WSPR Fortran porting

Hi,

 

I wrote  functions in C to encode wspr message for my sdr-cube project, if
you want to have a look I’ve just uploaded wspr.c and wspr.h files in hamsdr
site :

This was to encode simple wspr message like : F8CHK JN09 30

Having a C version could of course help to incorporate it in other programs,
originally written
in C or C++. Not everybody is using the gnu compiler, free but not so rich
of functions as
are other more blazoned compilers.
