[hpsdr] penelope v1.3 firmware

... you are missing me or someone else putting the necessary files into SVN. 
V1.3 is really for PennyLane so you will not find any difference to V1.2 
when using Penelope - except that LED 7 flashes slowly normally and fast 
when PTT is active.

I'll upload the files ASAP.
