Are you sure the latency is not in the Windows audio driver.  What is
the output buffer length set to and what is the sample rate?  The
buffer will always introduce latency equal to the sample period times
the number of sample in the buffer.  Look there and see how much of
the latency is in that buffer.

I'd think an easy fix would be to disable the monitoring of the
transmitter (except for testing) and just us a code practice
oscillator in parallel with the key.


Recording engineers and musicians have these same issues.  I drives a
singer or piano player nuts to hear his/her sound delayed by 50ms.
Very much the same as you describe.  The fix is the same too.  The
engineer will provide a headphone feed derived straight off from the
preamp rather then looping through the computer and recording
software.
