[hpsdr] Ozy-Janus and PennyLane code

All,

If previous experience is anything to go by I'm sure the eagle eyed amongst 
you will find  V1.8 of  Ozy-Janus and V1.3 of Penelope in SVN. This is 
currently work in progress to support PennyLane, the replacement for the 
Penelope exciter board.

Please resist the urge to try this code until advised that its completely 
tested :)
