[hpsdr] Metis loading

Hi Francis,

Please see the Metis User Guide. You no longer need to use any Altera
software to either load new code into Metis nor use Metis to load other
HPSDR boards.

John, G0ORX, has written HPSDRProgammer which provides all the faciltites
that previously required the Altera software.
