[hpsdr] FW: Penny FPGA Load

Here is my response to John sent privately.  I didn't know he copied the list.

HPSDRProgrammer has no problem finding and loading Penny.  However, when jumpers are removed and things restarted there is no Penny found by KISS (or Hera, or PowerSDR).
