[hpsdr] Penny FPGA Load

Hi Gordon,

you should just be able to just try it again.

Can you confirm that the Metis board was in the slot farthest from the
power connector (J1) and that the Penelope card was in the slot next to
it (J2)?  You also need to have the Last JTAG jumper on the Penelope
card.  There should be no other cards on the ATLAS bus.  (All as per the
Metis User Manual).

Can you also let me know what OS and version you are running?

The only way I have managed to make this fail is to not have the boards
in the correct slots.
