[hpsdr] Ghpsdr3 build on Ubuntu 11.04.

Hi Fredy,

try installing the PortAudio development package:

    sudo apt-get install portaudio19-dev

Just a note that I have not upgraded to 11.04 yet, I am still running
10.10 but I do not expect there will be any problems on 11.04.
