[hpsdr] HPSDRProgrammer updates

All the versions of HPSDRProgrammer at http://openhpsdr.org/download.php
have been updated to the latest version (1.3).

The Windows-32 bit version should work on Windows XP and Windows 7
either 32 bit or 64 bit.

The MacOS version now includes the Qt Frameworks so should not require
the Qt development environment to installed as well.
