[hpsdr] ghpsdr updated to support Metis

I have made a version of the original ghpsdr to support Metis.

The README file contains the command line options to use Metis rather
than Ozy or Magister.

I have not had a chance yet to reconfigure a system with Ozy/Megister so
have not been able to verify that this still works correctly.
