[hpsdr] Phoenix board availability

Please note that we have adopted the standard address

svn://svn.openhpsdr.org/svn/repos_hpsdr_kiss/trunk/Phoenix/Phoenix_V2

Our service provider moved the file to three different ip adresses this
spring the 

svn.openhpsdr.org address will alway point the the correst ip address
for our SVN
