[hpsdr] Teamspeak time

I forgot to mention that we in the US change time this weekend.  As by 
tradition for the last few years we have switched to 02:00 UTC for the 
winter months in the northern hemisphere.

This is notice the next week  HPSDR Teamspeak will be at 02:00 UTC until 
March or April.
