[hpsdr] Triple-Mercury steering program psdr_v1.19.3.5.steering1 (K5SO 18SEP2011) re-instated

In response to a special request, I have put the triple-Mercury  
steering program back up on my website for testing/development.

Users should realize that this code is very much alpha code, including  
the firmware that is used with it, and both are presently under active  
development and testing.  Naturally, I welcome any comments or  
suggestions regarding this program.  Comments will help in the  
development of a truly useful steering program for HPSDR.

If you find using it frustrating my advice is to go back to the dual- 
Mercury program until this one is more fully developed, hihi!
