[hpsdr] Mercury HW Build Rev

Hi John,

The current Mercury board from iQuadLabs is Rev A.

The hardware is identical in every way to the TAPR run of Mercury, 
with the exception that Errata #1 (from the support page) has been corrected.

The PCB was made from the exact same Gerbers.
