[hpsdr] New HPSDRProgrammer with Gerd´s Mercury

Hi Maximo,

The problem was that C5 and C6 are used on the TAPR Mercury board for
programming Mercury from Metis and Mercury-EU has a hardware difference
that makes these unusable.

the last message I saw from Phil was:
