After listening to the recent Teamspeak session in which you reported  
low output power from your Penelope board it occurred to me that a  
possible cause might be an inappropriate setting for the TX output  
power level; not the "Drive" level which you have apparently set to  
100 on the front panel display but rather the

Setup > PA Settings values

You might check those to be sure you have something around 40 set for  
the PA settings to achieve a good output power level from Penny.  Note  
that smaller values in the PA Settings table give more power out, not  
less.  Don't use values less than 38.8 though.

This may not fix your problem but it's something for you to check.
