[hpsdr] PowerSDR/OpenHPSDR v2.2.3 beta released

I have uploaded PowerSDR/OpenHPSDR v2.2.3 and related skins to the svn
server.

The skins are to be copied to the default FlexRadioSystems skins directory. 

Firmware versions Ozy v2.0, Metis v1.5, Mercury v3.0, Penny(Lane) v1.5 is
required to use the manual controls for Alex.

For Ozy users the init11.bat will load v2.0. If you would like to load
previous versions please edit this file to point to the correct rbf file.
