[hpsdr] HPSDRprogrammer software placement

you can put the files any place on your computer.  I would suggest you
create a directory and unzip the program in that directory. There are
several *.dll file in the zip that need to be in the same directory.  

then you can download the firmware file from the download page and place
them in that directory or another directory. You then open metis
firmware and load it.  

Please not that the metius firmware load is different than the firmware
loads for the other board as we use the Metis board to load the other
boards.  

Please the read the manual for Metis for a full explication.  you can
find links on the download webpage to the metis manual as well.
