I'm not sure what else there is to say.  It sounds like discovery is not working correctly on the Windows machine for whatever reason.  I don't know why that would be.  We really need to know a bit more about Ted's setup.  Is this a hardware XP machine we're talking about or are you trying to run this in VMWare or Parallels?  Are there more than one network interfaces in your XP machine?  It's been a long time since I've tried to run PowerSDR Ethernet, so I can't tell you for sure, but if the setup is working for Heterodyne on the Mac and not for the XP box, it signals some sort of networking issue on the XP box.  Your instincts to try to use HPSDRProgrammer for diagnostics is good, but he'd have to get the thing installed and go grab winpcap as well.
