[hpsdr] new version of KISS Konsole Unified

Dear All,
After some testing by Phil VK6APH, there is a new version of KK Unified that
I just posted.  Please check for it in the 'Stable Release' area of the SVN
repository, under 'KK Unified'.  Or, you can look under the K9TRV branch of
KISS Konsole (http://svn.tapr.org/repos_sdr_kiss/branches/K9TRV/ under "KISS
Konsole Unified") for the same thing, WITH the SharpDSP project included as
well (full SharpDSP source).

What's new?
Kevin Wheatley reported that KK Unified worked with Hermes, but that the
version checking indicated that Hermes 1.3 wasn't good enough and that 2.7
was needed.  This has been corrected by making version checking for Hermes
separate from version checking for Mercury et al.

Also, Phil VK6APH reported some issues with Penny(lane) OC output setting in
TX.  This was fixed by making the test include (MainForm.PTT ||
MainForm.MOX_set) rather than just (MainForm.PTT).  There were several other
places (all in HPSDRDevice.cs in Data_send_core) where MainForm.PTT was
changed to (MainForm.PTT || MainForm.MOX_set).  This included, among others,
some tests in CWL and CWH mode that would NOT have generated CW tone if
using MOX and not PTT.  This also should be now fixed.

Please enjoy the new version, especially once Dave KV0S scrapes the source
into the download links.
