[hpsdr] new Beta cuSDR V0.1.08

All,

there are new Beta versions of cuSDR on HamSDR (
http://www.hamsdr.com/PersonalDirectory.aspx?did=8428) for 32Bit and 64Bit
Windows OS.

To install: just unzip the zip into a directory of your choice, and run the
cuSDR.exe. Please read the README. Chirp decoder currently disabled due to
heavy reconstruction.

Changes:
- lot of bug fixing
- improved OpenGL code
- Wide band spectrum working now
- Ozy interface has now completely abandoned (sorry...)
- new S-meter
- new full screen mode (hit ESC)

There is still this nasty bug, that sometimes, when you hit "Start"
Metis/Mercury won't initialized correctly, and a lot of garbage data are
received. Just hit "Stop" and "Start" again. This happens especially when
the number of receivers is changed.

Works with Mercury 3.1, Metis 1.7.
