[hpsdr] Penelope trouble

I forgot to mention my firmware:
Penny: 1.7
Metis: 1.8
Mercury1,2,3: 3.2
I have no Mic on, VAC disabled, Gain by band reset, Signal generator
Tx-mode/Silence/ output
two tone test 700Hz and 1900Hz.
SA HP 8566B: Res BW 100kHz, VBW 300 kHz, Stop 60MHz, Sweep 20msec.
Input 30dB Attenuater between Penny and SA.
I expect to see the two freqencies plus D3,D7. etc
What I get is one peak at 3.66MHz -3dBm varying down to -10dBm
next peak at 7.5MHz -62dBm varying down to 70dBm
netxt peat at 11.34MHz -70dBm
and so on.
PowerSDR 2.2.3(8/16/12) shows 0W.
Sliders AF: 0, AGC gain -20, Drive 100, Mic -42dB, Comp
0dB, VOX 0, DEXP -40, Transmit profile default.
TXMeter_: FwdPwr
I don`t see any power on TX Meter and only one unstable peak on SA.
Do I have measuring problem?
