[hpsdr] Hermes firmware upgrade question

I am trying to upgrade the Hermes firmware using the instructions 
beginning on page 22 of Rev 1.10 of the manual:

"To update, install the Windows version of HPSDRProgrammer software from
http://openhpsdr.org/download.php.

"You will also need to download and install the Winpcap drives and dlls 
from the link on the
same page."

When I run the programming program HPSDRprogrammer.exe it informs me I 
need wpcap.dll  That file was not in the .zip downloaded from the above 
web page.

I do not see a link to this file available on the above web page and if 
I google it with HPSDR there is a message dated last February from 
Jeremy, NH6Z, in answer to installing the Metis programmer that advises 
"Seek out and install winpcap from http://www.winpcap.org."

Is that advice the best way for set up for programming firmware into 
Hermes today?

Can someone please head me in the right direction.
