[hpsdr] CAT Control

G'day,

I've been using HAMLIB to control most of my equipment. HAMLIB supports
dozens of different brands and models. It is easy to add new backends
for new equipment that isn't supported.

Perhaps worthwhile of having a look to see if it may be useful for use
with HPSDR - see
