[hpsdr] PowerSDR on Linux???

Going back a couple of years I tried the PowerSDR binary on openSUSE 
Linux under Crossover Office but met with a problem when it needed a 2.x 
version of .NET which would not install.

I have got crossover-12.0.0rc2 to install which I can try with the 
PowerSDR binary.

When I tried building it under mono back then I got nowhere.
