[hpsdr] Hermes cost

I think a fair mark up over the BOM price and a few bucks to support TAPR is
more than fair. The major designers should get a free copy including Abhi
for that beautiful PCB design. 

Atlas bus configuration of today to Hermes seems like a lot less hardware
and labor. 

I want both so I can monitor my TX signal.
