[hpsdr] Gigabit 1000T speed on Metis

John,

The speed is currently  fix at 100T in the FPGA code.

Since we have plenty of bandwidth currently at 100T there is no pressing
need to move to 1000T. All that will do is increase the current draw and
heat generation.

Once we need extra bandwidth then 1000T can be enabled.
