[hpsdr] Gigabit 1000T speed on Metis

Hi,

I have 4 receivers on one Mercury card on my cuSDR running at 100T - no
problem at all. I've made the observation that the OS socket implementation
makes the difference, e.g., on Win7 I had to increase the socket's buffer
size to minimize packet losses from Metis.
