[hpsdr] Firmware Update For GPSTCXO

HPSDR,

For those of you that have bought one of the Jackson Labs GPSTCXO's - there
is a firmware update you may wish to install - I just installed it -
the instructions are at:

And the new firmware files are located:

http://www.jackson-labs.com/assets/uploads/main/GPSTCXO_0.928_1PPS_ENABLED.hex.zip
