[hpsdr] KISS Konsole Unified V1.1.15 announced

Dear All,
KISS Konsole Unified version 1.1.15 is announced.  It has been posted to the
'Stable Release' folder of the KISS SVN.  Dave KV0S will have scraped the
release directory soon enough and linked to that zip file, I bet.

The path contains embedded spaces, so %20 replaces all spaces in the link so
that things work.  It is also available from my development archive as the
last revision checked in.

What's new since V1.1.11:
* 07 July 2012 - V1.1.12 - G Byrkit (K9TRV) bumped version number because of
initozy11.bat file changes and addition of other
 *                          Ozy_janus.rbf file (.v18 thru .v22).  .v21 is
the default file that is used.
 * 08 July 2012 - V1.1.13 - G Byrkit (K9TRV) Added testing whether
Initozy11.bat is present in the current directory.  Provide a warning
 *                          and search for possible mis-named files that
could be initozy11.bat.  Also, add a 'SkipVersionCheck' to the
 *                          main form's data, to KK.CSV, and to the first
tab of the setup form.  Also, add the new Metis version 18 to
 *                          the Ethernet CheckVersions function.  Made sure
to be using PROPER Ozy_janus.v22.rbf, as there is a GOOD one
 *                          and a bad one!  Beware!
 * 15 July 2012 - V1.1.14 - G Byrkit (K9TRV) Implement 16k samples for

Now, add a checkbox to Setup to allow attempting to connect
 *                          to the previous Ethernet device (quick connect)
and only if that fails do enumeration/discovery of all
 *                          Metis/Hermes devices.  If unchecked, do the
discovery always when the radio is started.
