[hpsdr] Still thinking outside the Box

Hi Luke,

My preliminarily investigation into adding a VNA facility to Hermes
indicates it can be done by just adding code to the FPGA.  No additional
hardware will be required - apart from an external bridge/directional
coupler, if other than transmissions measurements are required.

Mercury + Penny is a little more difficult since we have to phase
synchronise the Tx and Rx signals but I've a few ideas to try in that
regard.

The bulk of the work will be in the PC code.
