[hpsdr] Raspberry Pi

I only have one RPi  currently.  I should be getting a second one 
courtesy of Nokia any day now as they appear to be shipping them after a 
long delay (no fault of Nokia).

The hpsdr server is no problem running but dspserver is maxing out the 
CPU. The latest OS image has hardware support for floating point so that 
does help.
