[hpsdr] ALEX Receiver board problem

It looks like I have a issue with my ALEX Receiver board. I can not 
receive any thing wile using it.  Quick tests show no issues with the 
ALEX TX board.

Only two of the LEDs on the ALEX Receiver board are lit, D1 Green, and 
D2  Yellow. D3 is not lit. I'm assume D3 is the Red led.

Should the Red led be lit on the ALEX Receiver board? All three leds are 
lit on the TX board.
