[hpsdr] Drivers for GNU radio and otherwise extract I/Q data

The newer (2.x and up I believe) PowerSDR releases from Doug, W5WC 
can put IQ out on a VAC channel.  Setup -> Audio -> VAC ->DirectIQ 
box on the far right.

It would probably not be terribly hard to put out the raw I/Q pairs 
to a network socket (UDP or TCP) or a file.  If someone wanted to 
write a bit of code I'd be happy to point 'em to where I think the 
right place to add it would be.
