[hpsdr] PowerSDR maintenance updates added to svn.

Giovanni,

On the Download webpage  (openhpsdr.org/download.php)

The links on the software, go to the binaries necessary to run the software.

Just below each software link is a "Code at" label, which list the
source code directory.

For these two software packages the code at is the same as Joe gave you.
