[hpsdr] Micrel KSZ9021RL

Hi Jeremy,

I've seen a difference on verical site: KSZ9021RL 2.5v/3.3v and KSZ9021RLI
1.2v, but didn't explore more.

I have just found KSZ9021RL on radiospares, so no problem, they also have
the FB_2743021447 form Fair-Rite.
