[hpsdr] 60 m channel 3 frequency change --> PowerSDR

The April 2012 QST article, "New Privileges on 60 Meters" points out 
that channel 3 frequency changed, effective March 5, 2012, from 5366.5 
kHz to 5357.0 kHz (suppressed carrier frequency).  Thus all versions of 
PowerSDR will need to have their 60m bandstack updated, and users of 60m 
will have to take care in using channel 3.
