[hpsdr] Visual Studio version for PowerSDR...

I use the free Express versions of VS2008 for PowerSDR.  As long as I don't
find out what I'm missing, that'll work OK.

 

I just open the PowerSDR solution with either the C++ version, or the C#
version, or both at the same time, make whatever changes, and build the
relevant projects.  I'm sure the full-blown version is much more elegant;
but, this does work fine.
