[hpsdr] Hermes jumper J24 for external ref socket

Hi All,

Thanks to revised Hermes User User Manual, I'm preparing to house the board in my case and I'll use 10MHz external clock.

In the manual, J24 is for 10MHz SMA socket outer to be grounded or not.

Could anyone let me know what is the effect of the outer grounded or not?
